ABOUT BC’S CLIMATE ACTION SECRETARIAT
The Government of British Columbia has acted decisively to mitigate direct consequences related to global warming. The jurisdiction has put in place the necessary regulated context for the province’s citizens and industries to position themselves as leaders in the fight against climate change, while at the same time seize emerging opportunities associated with the transition to a low-carbon global economy.
British Columbia’s comprehensive set of climate actions are enshrined in law. British Columbia’s Climate Action Plan includes: legislating 33 percent reduction of greenhouse gases from 2007 levels by 2020, and 80 percent by 2050; legislating requirement for core areas of government to be carbon neutral by 2010, a first mover in North America; and implementing the world’s first broad-based, revenue-neutral carbon tax. In addition, British Columbia was the first full Canadian partner in the Western Climate Initiative (WCI), which is developing and adopting a comprehensive regional cap and trade system.
British Columbia’s Climate Action Secretariat (CAS) drives change to achieve the province’s greenhouse gas emission reduction targets by coordinating climate action activities across the Government and with stakeholders. CAS leads British Columbia’s WCI negotiating team and Chair’s the WCI’s Offset Committee and Economic Modeling Committee. CAS also supports WCI’s Cap-Setting and Allowance Distribution Committee, the Reporting Committee, the Markets’ Committee, and the Complementary Policies Committee.
On 22 October, the BC government announced the beginning of a Public Consultation Period on the province’s proposed greenhouse gas offset and emissions trading regulations. During the 45-day comment period, CAS will seek feedback on: 1) proposed BC offset regulation to ensure that BC offsets are real, verifiable, permanent, and meet international standards; and 2) proposed BC emissions trading regulation that would establish the program and market rules by which large BC-based emitters would cost-effective reduce greenhouse gas emissions over time.
